The East London industrial development zone (IDZ) spent 57% of its budget in the 2008/09 financial year on broad-based black economic empowerment entrepreneurs, according to its annual report.
Black-owned enterprises received 32% of the IDZ’s spending and SMMEs 22%, “substantially” above the target of 10%.
Spending on women-owned enterprises increased from 4% to 5% over the previous financial year.
